Higgins Collection contains Howe's collection of documents from his time spent as a customs officer on Mount Desert Island from 1921 to 1930, with some other documents spanning into the 1930s. The collection is sorted into several sets of documents including: letters and correspondence with Howe D. Higgins pertaining to information about rum running and bootleggers on the island; reports of seizures and related search warrants; documents containing information about rum runners in the area; Howe D.
